Is it possible to limit the polyphony on a MIDI controller so you get a similar effect to a monophonic patch, or to actually make something monophonic through the controller, even if it is polyphonic from the original source?

Don't know, but I think in most controllers you can't. You can, by the way, fix it on most synthesizers!

I'm thinking of getting a MIDI controller just for a nicer feel, because I'm pretty pleased with the sounds on my Casio (until I can afford something better) I just don't like the key action too much. The only thing I can really complain about on my Casio is that you cannot make leads monophonic, so I'm wondering if using a MIDI controller presents a way to change that or not.

Midi controllers don't go for free and 400$ can make the difference in choosing new gear.
That's why I suggest you to wait and save money for a better gear in the future.

I think you can't. Because polyphony depends the voice source.
Even if you set the controller monophonic, casio will play tones polyphonic!

I think Last viking is right, poliphony depends on the sound source. Is like when you use a sample, the sample file has a specific sound for each key, so when you press a command on a controller (meaning pressing a key) you trigger that specific sound. So the characteristics of the sampler are the ones that define how the controller is gonna trigger the sounds.
