So I was doing a quick google and came across this forum and you had given a guy some pretty sound advice so I'm hoping you guys can help me out too.
Basically I want to start playing the piano / keyboard and well my first question right there is can you relate the two? Can I start learning to play the keyboard and is that basically teaching me how to play the piano too?
If so, what should I start off with keyboard wise?
You can suggest any price up to around $250 max please.
Also sorry if my questions seem a little silly or obvious!

If you're new to playing keyboards, but have a bit of piano under your belt, I would suggest finding a used 88 hammer action piano. The big keyboard manufacturers of have all produced decent products as of late and you should be able to find something at a pretty good price. Try for hammer action because this will strengthen your skills if you work hard. You'll find that most of them come with other whistles and bells, but make the piano's action and sound your priority. Strings, organs, choirs, vibes, and other stuff is secondary. Roland, Korg, Kurzweil, are among the companies that have put out quite a few pianos that might do well for you.
Most important: Make sure the piano feels really good under your hands, and inspires you to play your best. If you try a few different pianos out, you'll know INSTANTLY when you find YOUR piano. This should be more important than price. If it costs a bit more, but it really feels great to you and you think it's to one... save and buy it. Buying something because it's cheap can result in non-inspired playing and end up in dropping it all together.
Good luck!
Yeah definitely a weighted keyboard because that covers both but with non-weighted keys you can forget piano playing

also look for YAMAHA keyboards they have pretty much amazing keyboards, hammer action keys with a very realistic piano sounds like the motif xs8 .

Check out the Roland FP5. It's kinda portable for a stage piano, and has decent keys and good piano sound, and the price is not that bad either. Lots of pro-musicians use, or used it, guess Roland made a FP7 or something like that some time ago. You should be able to find a used one.

You will never get a good keyboard action and good sound for that money. But you can probably get a decent controller and play VSTis with it. You will have to learn how to use DAWs anyways - period... times change, people must evolve, and I think today it's a must for every musician to be able to record/produce stuff, no matter which instrument you play.

I agree with AnatomiC, Get that its the most cost effective solution. Second hand controller and a daw and vst with a usb sound card for less latency. M-audio mobile pre is enough.
Another thing would be to get a stage piano and if later you want more you buy something like the PC3 (normal) or motif xs7 korg m3M. Something with a synth action so you would have the 2 type of actions and the second keyboard would be more powerfull
